Short answer: Never. Pool chemicals are reactive and corrosive, and some can start fires when mixed.
Oregon Metro lists pool and spa chemicals as household hazardous waste. EPA says never to mix leftover products, since incompatible ones can react, ignite or explode. Haulers prohibit chemicals.
Take them to HHW in their original containers. Don't combine them.
